Founded over a century ago as St. Clement’s Hospital (circa 1900), the institution has evolved significantly. In 1970, the current facility was built to meet growing community needs while carrying forward a mission rooted in safe, compassionate care. Randolph County Health Department
The Randolph County Health Department (RCHD) is a certified local health department that provides clinical and environmental health services through the operation of various programs, services, and partnerships. Their mission is to provide public health services directed toward prevention of disease, promotion of health, and improvement of the quality of life for Randolph County citizens.

Mental Health
With offices in Sparta, Chester, Red Bud and Okawville, ComWell is a nonprofit behavioral health and community services agency rooted in Southern Illinois since 1971.
With a focus on treating the whole person, ComWell empowers individuals through a range of services—from mental health counseling to developmental disability support, substance misuse treatment, residential services, and vocational programs—for residents across Randolph and Washington counties.
Driven by a mission to "promote positive, healthy changes for individuals and communities through engagement, education, treatment, and recovery," ComWell bridges gaps by partnering with schools, hospitals, and local organizations to deliver comprehensive and compassionate care.
In 2022, ComWell earned a Certified Community Behavioral Health Clinic (CCBHC) grant from SAMHSA—strengthening its capacity to offer comprehensive, coordinated mental health care in line with national standards.
Library
The Red Bud Public Library offers a wide variety of resources and services for the community. Patrons can check out books, large print materials, graphic novels, DVDs, Blu-Rays, music CDs, audiobooks, video games, STEM kits, and unique items such as telescopes and cake pans through the Illinois Heartland Library System (IHLS), which includes over 520 libraries. Materials can be requested and delivered via interlibrary loan.
The library also provides outreach services for those unable to visit in person, including weekly visits to Garden Place, deliveries to residences, and support for assisted living facilities. Children can use AWE learning computers, and the library offers public computers, laptops for virtual meetings, headphones, and printing/copying services.
Two meeting rooms are available for reservations, equipped with a projector and screen. Visitors can enjoy puzzles, family board games, and participate in library programs and events open to the entire community. Students in the Red Bud School District, including homeschoolers, are eligible for a free one-year library card through the “Cards for Kids” program.

Red Bud Senior Link is a joint effort by the City of Red Bud and community partners. Together, we can build a stronger, more connected community for our seniors. Our mission is to provide a welcoming and inclusive community where seniors can connect, engage, and thrive, fostering their independence, well-being, and overall quality of life.
Our ad of events are published in the North County Newspaper on the 4th Thursday of the month.

Affordable local rides under the “Go Local” program. Red Bud is now a participating municipality in the Go Local program through the Monroe Randolph Transit District. Rides within Red Bud are $3 rather than $6 each way. Call 618-443-9087 to schedule your ride.

Utility Assistance
Through Western Egyptian, LIHEAP (Low Income Home Energy Assistance Program) helps Red Bud residents with reduced utility bills.
The Low-Income Home Energy Assistance Program (LIHEAP) is administered through the Illinois Department of Commerce and Economic Opportunity and is designed to help eligible low-income households pay for energy services.
LIHEAP will provide a one-time per program year benefit to eligible households to be used for energy bills. The amount of the benefit is determined by income, household size, fuel type and geographic location. An overdue bill or cut-off notice is not required. Your source of fuel does not have to be natural gas or electricity in order to receive assistance. Propane and wood also qualify for a benefit.
